Te Puni Kōkiri Annual Report 2025 published

Te Puni Kōkiri publishes an Annual Report to Parliament every year. It is a key accountability document, which all New Zealand Government departments are required to produce.

The 2025 Annual Report reports our performance against our 2020 – 2024 Strategic Intentions. It details achievements for the year, our performance against specific criteria, and contains our audited financial statements. 

Highlights of the 2024/2025 financial year include: 

  • Cabinet confirmed our role as a strategic influencer, monitoring and mentoring government agencies. 
  • Transfer of Māori Crown relations functions from Te Arawhiti (now Te Tari Whakatau) to Te Puni Kōkiri, namely: 
    • advising on the distinct rights, interests and responsibilities of hapū, Iwi, and Māori 
    • implementation of Treaty settlement commitments. 

During the 2024/25 financial year we made progress against our nine focus areas. The Annual Report provides detail of our mahi, along with case studies from whānau or Māori business initiatives.  

Our key deliverables for each focus area include (but are not limited to): 

 

  • 46% of our 69 Treaty settlement commitments are complete, with 37% on track for delivery. 
  • 30,000 whānau supported by Whānau Ora Commissioning Agencies and their partner and provider networks. 
  • Contracts with the three original Whānau Ora Commissioning Agencies concluded and four new agencies contracted.
  • $12.1 million invested in 31 initiatives to increase Māori assets’ productivity. 
  • Worked in partnership with Te Mātāwai to support te reo Māori revitialisation and contributed to Māori Purposes Bill. 
  • $8.6 million invested in 18 new initiatives to increase productivity of Māori-owned land. 

Last year was the final year of our involvement with Whai Kāinga Wahi Oranga. As at 30 Piripi (June) 2025, the programme had seen: 

  • 1,005 new homes approved or contracted 
  • 633 home repairs approved or contracted 
  • 2,417 infrastructure sites approved or contracted 
  • $27 million of capability funding approved or contracted.
