Procurement Plan - Whānau Ora Commissioning Services

This document outlines the plan for the procurement of Whānau Ora Commissioning Services. The plan describes:

• the scope of the services to be procured
• the objectives and outcomes sought both from the procurement and from the contracts to be awarded through the procurement
• the intended approach to identify, select and engage preferred respondents, including the procurement and evaluation process, selection criteria and weightings, and
• the approach to managing conflicts and probity.

Tender Documentation

The following tender documentation was issued by Te Puni Kōkiri for Whānau Ora Commissioning Services to be delivered from 1 July 2025.

• Advance Notice, issued on 13 September 2024: The Advance Notice advising potentially interested parties of the opportunity can be found here.
• Registration Of Interest, issued on 04 October 2024: The Registration of Interest (ROI) for Whānau Ora Commissioning Services was the first stage of the procurement process. It provided more detail on the objectives, outcomes and services being sought, and asked for initial information from interested respondents. The ROI can be found here.
• ROI Notices to Tenderers: Questions submitted to Te Puni Kōkiri during the ROI stage, and the answers provided by Te Puni Kōkiri can be found here.
• Request for Proposal, issued on 22 November 2024: Following the ROI, Te Puni Kōkiri issued a Request for Proposals (RFP) for Whānau Ora Commissioning Services to those respondents that were shortlisted as a result of the ROI. The RFP can be found here.

The ROI Evaluation Report:

• confirms the evaluation process undertaken for the Registration of Interest for Whānau Ora Commissioning Services
• summarises the findings of the Evaluation Panel and the recommendations as to which registrations should be shortlisted (and not shortlisted) to the Request for Proposals (RFP) stage in the procurement process and
• outlines the intended next steps.

Request for Proposal Evaluation Report - Whānau Ora Commissioning Services

The RFP Evaluation Report:

• confirms the evaluation process undertaken for the Request for Proposals for Whānau Ora Commissioning Services
• summarises the findings of the Evaluation Panel and the recommendations as to which Proposals should be selected as preferred Respondent(s) to negotiate Outcome Agreement(s), and the intended next steps if the recommendations are approved by Te Tumu Whakarae mō Te Puni Kōkiri | Secretary for Māori Development.

Audit New Zealand Probity Assurance Report

Audit New Zealand provided assurance over the key probity and process risks for the procurement. They also considered compliance with the Government Procurement Rules and Te Puni Kokiri policies and processes, including the probity plan.

This report sets out Audit New Zealand’s findings and conclusion on the procurement process to select the preferred respondents to deliver commissioning services for Whanau Ora.
