Whānau and Social Policy Wāhanga

The Whānau and Social Policy Wāhanga is principally responsible for Te Puni Kōkiri advice on social sector policy alongside the development, implementation and monitoring of the Whānau Ora approach.

A new initiative of government, Whānau Ora is driven by a focus on outcomes – where whānau are self managing, living healthy lifestyles, participating fully in society, confidently participating in te ao Māori, economically secure and successfully involved in wealth creation, and cohesive, resilient and nurturing.

The Whānau and Social Policy Wāhanga is comprised of two directorates:


Policy Directorate

This directorate provides advice in key social policy areas to support Māori success and whānau wellbeing. The directorate is organised into three teams, each responsible for leading specific portfolios related to key outcome areas:

 Healthy Whānau - supporting healthy whānau to live healthy lifestyles through a focus on whānau ora, health and welfare.

Wealthy Whānau - supporting educated, entrepreneurial and economically secure whānau through a focus on education, skills and training, income and wealth generation.

Responsible Whānau- supporting responsible whānau living in safe and supportive whānau environments through a focus on criminal justice, child protection, housing and the labour market.


Operations Directorate

This directorate is responsible for the implementation of the operations related to Whānau Ora. The directorate is organised into two teams:

Implementation and Operational Design – working with Whānau Ora providers and collectives to support the development and transformation of their organisations to progress whānau-centred services. This team also builds relationships with stakeholders across the sector to develop and implement Whānau Ora.

Whānau Outcomes and Reporting – provides co-ordination and support to the Whānau Ora Governance Group. This team is responsible for co-ordinating, managing and reporting on action research projects designed to support the implementation of Whānau Ora. This team also supports the directorate’s planning, reporting and Ministerial correspondence processes.
