      <title>Te Ture Whenua Māori Act 1993 Review Panel Discussion Document</title>
      <description>&lt;p&gt;The Te Ture Whenua Māori Act 1993 Review Panel has developed some proposals to improve the likelihood of utilisation of Māori land. These are based on the core principles of owner engagement and empowerment, accountability, fit for purpose, and best practise.&amp;#160; The Panel considers these principles should underpin the legislation that governs Māori land.&amp;#160; The proposals also seek to address and remove barriers to the utilisation of Māori land. &lt;br /&gt;
