Collective and Tribal Assets

The Collective and Tribal Assets work stream is focussed on developing Crown-Iwi co-investment models for infrastructure and utility assets.

Iwi take their responsibilities as long-term stewards of this country seriously and are well positioned as long-term investors in these assets. It is also desirable from both an economic development and social perspective for Iwi to take ownership and equity stakes in utility and infrastructure assets.

The Crown-Iwi co-investment model for infrastructure and utility assets is supported by a number of concepts including:

  • encouraging collaboration amongst iwi to pool collective capital and capability for the purposes of investment in infrastructure
     
  • enhancing the future well-being of New Zealand by lifting Iwi participation in the economy and wider community
     
  • recognising that approaches allowing economic co-management between the Crown and Iwi are a natural progression of the Treaty of Waitangi partnership in a “post-settlement” environment
     
  • acknowledging the strategic advantages of engaging with Iwi because of their unique characteristics as long-term owners who have an inter-generational investment timeframe when considering infrastructure/utility asset classes.

Iwi Infrastructure and Investment Resource

To enable the success of a co-investment concept a wide range of tools and information resources have been prepared. The Hon Dr Pita Sharples, in a speech to the Iwi Leaders Group on 7 May 2010, launched Iwi Infrastructure and Investment - a set of resource materials for iwi.

The resource provides an overview of strategic issues relating to Māori and co-investment in infrastructure. It also includes four guides to help iwi in taking the next steps towards public and private partnerships:

  • Infrastructure Opportunities, which sets out a summary of New Zealand's infrastructure landscape
  • Public Private Partnerships, which looks at the role that iwi can play in Public Private Partnerships
  • Commercial Entities, which describes the ways in which iwi can work together
  • Case Studies for Collaboration, which gives real life examples of how iwi have joined forces to successfully generate commercial and social returns.
