Māori Community Development Act 1962 – Public Consultation 2013

The first comprehensive public consultation on the Māori Community Development Act since it was enacted is taking place throughout Aotearoa New Zealand in September.

The Act had its genesis in a national conference of Māori leaders and this year 51-years on, Māori people are being consulted on its future. From Kaitaia in the north to Invercargill in the south, nineteen hui are being held across the country. Those unable to attend meetings are encouraged to email or freepost their written feedback by 5pm on Thursday 31 October 2013 (Please note, that this date differs from a previously advertised date).

In 1962 the Māori Community Development Act set up three mechanisms to support Māori community development; the New Zealand Māori Council (supported by three levels of Māori Associations), Māori Wardens and Community Officers. A 2010 Inquiry into the Act by the Māori Affairs Committee recommended Government seek feedback and undertake a comprehensive public consultation before any changes are made. The committee also recommended specific changes including the establishment of an independent organisation responsible for the governance and administration of Māori Wardens, a re-evaluation of the role of the New Zealand Māori Council and repealing provisions in the act for Community Officers noting they have not existed for 20-years.

The Māori Community Development Act 1962 Discussion Paper identifies three areas Government is seeking feedback on in relation to the Act, and provides options to stimulate discussion on each of these:

  • options for the future of the New Zealand Māori Council;
  • options to improve arrangements for Māori Wardens; and
  • the provisions of the Act relating to Community Officers.

This is an opportunity to tell Government what changes, if any, are needed to this Act. It is time for Māori communities to have a say on the Act’s future, the role of pan Māori organisations and Māori community development in general.
